Danny Rose returns to the Tottenham side against Swansea but Toby Alderweireld is missing for the 10th match in a row.
Rose replaces Kevin Wimmer at left-back in the only change from the side which lost at Chelsea last weekend.
Alderweireld is still out with a knee injury, with Ben Davies (ankle) and Erik Lamela (hip) also sidelined.
Moussa Sissoko is among the substitutes but there is no place in the squad for Vincent Janssen.
Swansea make two changes from the team that scored twice in injury-time to beat Crystal Palace 5-4 last Saturday.
However, the hero that day, Fernando Llorente, remains on the bench.
Mike Van Der Hoorn comes in for Federico Fernandez at centre-back while Jefferson Montero replaces Wayne Routledge on the left flank.
Captain Leon Britton is among the substitutes having recovered from a calf problem.
