Dele Alli is among Tottenham’s substitutes for the game at Wembley along with Christian Eriksen.
England international Alli is back in the Spurs squad after missing four games with a hamstring injury, while Eriksen has been recovering from an abdominal problem.
Spurs make one change, with Mousa Dembele preferred to Harry Winks in midfield.
Manchester City, meanwhile, are still without injured midfielders Ilkay Gundogan and Fabian Delph.
The visitors make two changes, with Raheem Sterling and ex-Spurs man Kyle Walker returning in place of Vincent Kompany and Leroy Sane. Kevin de Bruyne is a substitute.
