Arsenal have also shown an interest in the 25-year-old Brazil international, who was in London on Thursday.
Spurs are pursuing Moura as a potential alternative to Bordeaux forward Malcom.
They are prepared to loan Malcom back to the Ligue 1 club but are unwilling to meet the £45m valuation.
Meanwhile, Arsenal are lining-up Moura as a potential alternative to Borussia Dortmund striker Pierre-Emerick Aubameyang.
Napoli, Valencia and Sevilla have also expressed interest in Moura this month.
